1. stuck at 13% not able to access safe mode and not budging off the screen for more than an hour

2. stuck at 13% and able to access safe mode and updates revert after 45mins.

Unfortunately if you have the first problem you are stuffed, take it back to the shop!
For the second problem their is a fix and its all down to your sound drivers. somehow the update was not compatible to certain sound drivers.

Here are the steps:
1.Go to control panel
(at start type control panel )
2. click on system and security
3. click on system
4. click on device manager
scroll down and click on sound, video and game controllers
I uninstalled and removed IDT high definition audio CODEC
when done update and restart.
computer will get to 35% (at some points such as 15% its slow but does move on) and attempt to restart, will get stuck on this screen so force close down by holding down power button and turn on.
this will now start the laptop again and continue with the configuring.
now some people have had problems with windows 8 not installing the drivers that you have removed from the system, all you do is search on Google for the driver what you are looking for and then download and install.
and their you go, your computer is all ready to use
Microsoft should have found this problem and maybe even seen this as this Is their own question site.
