"Windows Time (W32Time)" is a Windows Server 2008 service that
maintains date and time synchronization on all clients
and servers in the network. If this service is stopped,
date and time synchronization will be unavailable.

"Windows Time" service is provided by the svchost.exe program, see "svchost.exe Executable Program on Windows Server 2008" for details.
Disabling "Windows Time" service should not cause any issues on running Windows Server 2008. If you are not concerned about synchronization of time on the network, you can disable "Windows Time" to improve system performance and security.
