Can I disable Windows service "QoS RSVP" to speedup my computer?

Execution command: C:\WINDOWS\System32\rsvp.exe
"QoS RSVP" applies performance optimization on slow internet connections. So if you are using high speed Internet connection, you can disable "QoS RSVP", freeing up at least 1MB of memory.
