Removing Files in "Cookies" Folder on Windows 7
What files are stored in C:\Users\<userid>\Cookies folder? Can I delete them?

Files stored in C:\Users\<userid>\Cookies folder are
cookies (temporary data used by Web sites) stored by Internet Explorer (IE).
Yes, you can remove everything in C:\Users\<userid>\Cookies folder. But Windows 7 actually maps C:\Users\<userid>\Cookies to C:\Users\<userid>\AppData\Roaming\Microsoft\Windows\Cookies. So you have to go to C:\Users\<userid>\AppData\Roaming\Microsoft\Windows\Cookies to view and delete cookies.
Deleting cookie files in C:\Users\<userid>\AppData\Roaming\Microsoft\Windows\Cookies folder may impact you visiting some web sites next time. For example, a web site is using cookie file to identify and trust your computer. If that cookie file is deleted, you need to answer some more security questions to re-establish that trust.
You can also remove all cookies by running Internet Explorer (IE) and click the Tools button, then Internet Options. On the General tab, click the "Delete..." button in Browsing history section.
