If I supposed I have been hacked ? and the hacker can command my laptop If he opend my webcam to watch me (Which its integrated ) will the webcam light be on ? (The webcam have a light and it be on when I open it )

The last two suggestion work outside of the Windows environment and are loaded as a self booting program.
